There was such a policy at one time, but that was when the products were 
still new.
Registration is required, as the Shareware version is time-limited (it is 
only good for 45 individual--not necessarily consecutive--days of use, to 
my memory).  That applies, I believe, to both TfD 3.51 and to TfW 1.15D.  
deltaComm still sells the product.
