If I set the number of rings to 2 in FaxTalk and don't pick up the phone, it 
will answer just fine.  With SA turned on.

I have the problem even if I pick up the phone manually and just listen 
without saying anything.  I can hear the FAX tones coming from the calling 
FAX, but the modem just sits there.
