I have no objection to that. My experience with the Navy's policy is that it is tantamount to harrassment. In port (on a submarine) you could only smoke on the pier, way down by the rudder. Underway, only in the engine room on the lower level as far back as you could go (these are all regulated by the command, but were pretty standard). The result was that prior to a six-hour watch, a smoker would go aft after his meal and stoke up on nicotine: being followed by a smoker, I was always relieved late. On shore, a little better: the Sub Base (still here after BRAC!) has gazebos outside the buildings where at least you're sheltered from the weather. For Sub School students, one central structure, like a bus stop with plexiglass walls, serves as a smoker's station: you don't even have to light up: the place is hazy with second-hand smoke.
