His point is that he's (the US is) such a big bully that no-one would dare
punch him/it. He doesn't see that many people aren't scared of the US at
all. The men who flew the planes on 9/11 weren't scared of the US. But
judging by the new security procedures and laws, the US is certainly scared
of them.
