That's where the 25ft rule comes in, but it's going to be basically
unenforceable. The worry is that it'll be used by the authorities as a way
to harass establishments which they don't like.

I'm in favour of licensed smoking rooms. Any establishment could apply and
the room would have to meet certain criteria: closed door; extractor fan to
the outside to maintain negative air pressure; no service inside the smoke
room.
