 MK> "UTC_OFFSET: 0000" should be changed to "TZUTC: 0000" for the

How does this one look?  I see the above corrected date corrected yours from
PST8PDT to UTC correctly as well as displays a proper utc offset unlike the
crappy TZUTC flag.
