Ray's SIO.SYS and VSIO.SYS are not FOSSIL drivers - they are complete
replacements for IBM's standard comm drivers (COM.SYS/VCOM.SYS) for OS/2.
Ray does include a FOSSIL interface to SIO.SYS called VX00.SYS for DOS
FOSSIL-based apps run in an OS/2 VDM (virtual DOS machine).
And no, he has not written anything similar for Win95. I suspect when and if
he does, it will be for WinNT, not Win95 (since WinNT is much more robust and
more similar to OS/2).
