I've currently got all but a couple of sysop only echoes set to
"Normal/N" (that's the security level and flag...in TG, it'd be
S10EN). Even after doing that, BW is still complaining about not accessing
the message base.

I may install an earlier version of BW and see if that works. Something is
telling me that I need to do that. :) But thanks for your help. You can
thank Nancy for getting me going on setting up BW; she mentioned how nice
it was on your board all of these years.
