Just because an echo finally gets onto the backbone, doesn't 
mean a BBS will make it available. Most sysops will pull in an
echo if a member requests it, but if people don't know it exists,
they can't request it.
I get JUNO thru my point, but so far, there are no BBSs in my 
net that have JUNO.
