That is what your problem is.  The english only version seems to be
discontinued, it was last updated in Dec 1996.  All versions were replaced
by the international version.  Since that was about three months ago, then
that is probably what you were looking for at that time and went down the
wrong path.  Replacement was around April 97, and the current readme which
is not changed since that date kind of supports your time line.
As far as I know the only difference between language versions may be the
documentation and program defaults, and code pages.  You should have a menu
item, when installed, under options called Document Encoding.  That goes to
a pull down that show lots of language classes.  One type of english, simply
called Western, three versions of Japanese, two versions of Chinese, three
versions of Cyrillic, etc.  etc.

I would imagine so, I don't know. The international version did fix several
strange hangs over the December 96 version.  The international version size
changed again because they have fixed several other things but they were not
listed.  I have seen some internet reports that the security bug is closed.
IBM just seems to post this stuff as is without telling us anything and
NetScape just links you to an IBM site.  Really sucks that this information
just seems to come through the grape vine.  It could be because rumors say
that 4.0 has started private beta and everyone is working on that, leaving
no time for 2.02 paper work.
