It varies quite dramatically according to the time of day, and I have had
some connects which couldn't exceed V.34 16800, but the average is around
24000bps, with the (very) occasional 26400 or 28800 connect.  Never any
faster though, not even to a known V.34+ Courier in Illinois.

Doesn't surprise me at all with a V.FC M11F.  :)

Nope.  As V.34 can negotiate right down to 2400bps, there's no need to lock
your Courier to lesser speeds (in my experience, at least).
