I'm not an admirer of Rumsfeld, but having just watched the entire video
clip, I thinking yanking these quotes out of context is being unfair to
him. In particular the lead-in question was raised the issue of now that
Iraq is (at least theoretically) sovereign, what are the guidelines for how
US serviceman should act on foreign soil.
