Seems he found some sort of foam cube that enabled him to climb over.
Perhaps he crossed a river so the dogs couldn't follow his trail.

Indeed, but it seems two women found him and returned him to the
dragon's jaw.  Of course it never occurred to them that something awful
may have prompted this toddler to escape over a fence that lawyers for
the Centre said was above regulation height.

One woman has been fired for letting him escape, and the company itself
is now subject to an investigation.  Next they'll put up guard towers,
razor wire, searchlights, and a siren.  The place will be renamed
Stalag Centre.

What they won't do is ask this kid why he was so determined to get out.
