It's the latter.  With the possible exception, derived from Policy 4, of a 
prohibition on unlawful activity, there's really no Fidonet rules, per se, 
regarding the way an echo is conducted.  (I sent more info by netmail, but 
didn't want to leave this hanging without some reply in case others are also 
unclear.)
