It appears to me that CPAN _sells_ code. That doesn't fall into
the category of 'sharing' the way I use the word.

Lately it seems more are selling their PERL and PHP code, even
just short pieces (snippets) of code and/or offering to host it
for those using freeservers or other ISPs who are not allowed
to install server-side apps. What is out there that is free has
been out there for some _years_ now. New stuff generally seems
to be for sale. 

As such, I can only predict that users of either a PERL or PHP
forum will be hawking thier wares in various ways or looking
for contract work and that there will be little 'sharing' going
on. I suppose that type of forum has it's uses for some but I
wouldn't host it on a not-for-profit website myself.
