Except that Merkel was talking about the Palestine issue;   she wasn't
referring to the British hostage situation with that statement.

I agree with her.  The EU cannot *force* Israelis and Palestinians to come
to terms.  Nor can the US, which has some influence with Israel but, and as
a direct result of the Iraq fuckup, almost none among Arab states in the
region.
