It would be door to door. Japan thought they could take out the US pacific
fleet & the US would go "OK we can see we should agree with you
& should leave the Western Pacific to the Empire of Japan".
It appears people don't react like that.

Look at what happened to the British Empire because of WW1. Who could go
out to police the empire given the male youth had been bled white? Who
would pay for them to go given the treasury had been emptied moving mud in
flanders.
Wrt Japan, it took them at least 30 years to recover.
