Your basis for believing that "it" was illegal was that someone was
convicted of "it."  But now you know that he was convicted of something
dramatically different, that involved ingestion of water, intentional
damage to internal organs, and usually death.  The fact that you lump
everything that has the word "water" connected to it into one package is
just hilariously illogical.

If you can find a copy of something called the "USCMJ," show
where "it" is
made "illegal" there.
