That's my impression, as well.

It qould have saved his political career.  However, I think the problem was
that he was still too much "the good soldier" and couldn't bring
himself to 
dis his CIC.  

The 'what ifs' had he done so are enormous.  After all, he and others 
warned the admin of the problems involved in inbvading Iraq. I doubt 
we would be in such a mess in the middle east if their words were heeded.
