Try California.  January 1st, 1998, no smoking in bars or restaurants.  It's 
considered an OSHA voliation (the health of the bartenders and waitresses). 
First offense fine is like $100 (plus penalty assessment), second is $300, 
and third is $500.  I once had a $280 fine for something else that was $1300 
after they added the penalty assessment.  Oh... and they make you take an 
8-hour smoking cessation class... they're treating it like a DUI.
So now, instead of smoking in the bar, people run out the front door when the 
band takes a break and leave their butts all over the sidewalk to be washed 
into the street and eventually ocean.  Ya... Sacramento has some real rocket 
scientists.
