It's only illegal if it is inflicted without permission. Apparently the subject
in this case volunteered to be waterboarded. Huge difference there.

As to the law - let's start with the basis for ALL American law ... and the 8th
Amendment thereto:

"Excessive bail shall not be required, nor excessive fines imposed, nor cruel
and unusual punishments inflicted."

I am sure that you have heard of the Constitution - even though you
Limbaughites waver from describing it as just a scrap of paper to demanding
strict adherence as suits your convenience and whim of the moment.
