Actually it's not, what it is is a good explanation of the process
intelligent people go thru when they realize that even though the universe
may be predictable, it will never be predictable by intelligent beings who
live in that universe. You cannot predict a complex system where the
predicting is part of that system.

That realization however doesn't mean the system isn't predictable or that
future actions have not already been comitted to happen.
