I was at SAC headquarters during Carter's (and Ford's) administration.
SAC Headquarters was one of the most heavily guarded buildings I can
think of.  Anyhow, when Carter visited, unlike *all* of his predecessors,
the Secret Service felt it necessary to place its guards at all of the building
entrances alongside SAC's Elite Guard and inspect everything coming in to the
building.  Including lunches.  My thought at the time was "He must think he's
not among friends."

Anyhow, the fallout from this was interesting, because those inspections turned
up a LOT of classified information being brought (back) into the building.  Instead
of disciplining those (mostly officers) for mishandling classified material
as required
by the pertinent security regulations, SAC's DA (Director of Administration) sent out
a general distribution letter reminding folks that they were NOT supposed
to be taking
classified work home with them.
