Yes.  You claimed that waterboarding is expressly and explicitly illegal. 
Yet you cannot cite such a law.  If you ever do, he seems to be certain
that it has an exception for voluntary waterboarding.  He cannot cite any
such thing either.  I doubt that he can cite any law that says it is legal
for someone to punch you if you say "punch me" or for someone to kill you
if you say "kill me."
