You're probably right, because I backed them out when they broke other
utils. Docs claims to support them, but offers them to the users as
numbered areas inst ead of text. I did keep longer_than_9_char_full_tags,

Just the bit about having a "Tag " verb for each
area in MSGAREA.CTL, which usually means adding them manually for netmail
and local areas.

I don't think I have any vestiges of the divisions experiment laying around
any more, but if I can think of a quick way to mock up some test data, I'll
try and see if it chokes here and report back.  I sure won't be doing it
the way I originally did: inventing and implementing a flag scheme in SEAL
and having it generate the MSGAREA.CTL for Max.
