Well, it's after the August 10 committee report.  Even up to 2 months later, 
they were still sending out the Aug 10 version.  Interestingly, even after 
Clinton signed it into law, there were 2 other versions released from the 
GPO, which were slightly different.  I have the latest version from Thomas.
