Your taxes at work. :)  Under this plan do they stay in the military but are
'assigned' to local duty such as building roads etc?    

Memory is hazy here but I seem to recall there's some law forbidding military
to do civilian jobs.  May be wrong on that as the ole mind isn't what it used
to be. :)
