Those elements appeared in TNg mainly because of Gerrold and his work.  
Although Roddenberry screwed him over later, Gerrold is responsible for the 
early drafts of the TNG series bible.  If you can get ahold of a copy you'll 
recognize Gerrold's writing style even thoug his name appears nowhere in it.

Not I.  "Federation" just didn't do anything for me.  Besides the fact that 
it is way off base of what has become established continuity for the ST
