Has he been a big alcohol drinker for many years?  Was he 
stationed in a very warm climate (like India) for many years?  I 
have read that many soldiers in very warm climates would drink 
alcohol daily to make the heat more bearable and when they 
finally came home to retire their skin capillaries were 
permanently relaxed and they had very poor tolerance for cold.
