For version 1.2.x the first SERVER should be:

Actually version 2.x will work under Win95 if you tell it that the DOS
is 6.2 and under PC DOS if you tell it version 6.30. In other words
version 2.x recognises version 6.x DOS. However version 1 doesn't, as it
was written before there was a version 6 DOS. Versions 3.x, 4.x and 5.0
(I think) are all recognised by version 1.x of Ensemble/Quick
Start/Geoworks Pro.

This is certainly true of version 2.x, but I don't know whether there is
a problem with version 1.x.
