Default action:  Truncate to 8.3 unless file name already exists, in which
case ask the user for a file name.
Also provide a switch that will always ask the user even if the 8.3 does
not exist.

Sounds good to me.  Do what ever will get an OS/2 version out the door the 
quickest.
