The Dos specification has only supported 8.3 filenames ie FAT and not FAT32.
The only way around this is installing Dos via Win 98 SE into a floppy which 
does so but by memory has a very limited of supplied utilities.

It is possible that one or more of the free versions of Dos eg FreeDos does 
support this specification, however there are limits on file name and path 
sizing.
