I've spent a little more time working on this Peter and from
what I've been able to piece together the new system would
definitely increase the likelihood of more minority gov'ts
and, in the long run, cost a lot more for several reasons.

First there are those 26 added MP's at a total cost of about
$1.6 million a year (plus expenses).. and if they manage to
get appointed again by their buddies for a second term in the
next election that gives them enough years of service to collect
a full pension later..

Second, minority governments almost never last the full 4 years
so you are paying for an election every 18 months or so at a
rate of about $300 million a pop.

Third, minority governments can never get any legislation through
without making deals, and deals pretty much always cost us money
one way or another.

As a final note, something I didn't know until recently, this
same referendum has already been tried twice before in Canada,
once in B.C. and once in another province, (maybe P.E.I.) and
the voters decided against it, for what that's worth...
