Hi Jim,
Both MS-DOS 7.1 and PC-DOS 7.1 support FAT32. The former
was available as Windows 95A through 98SE. The latter was
never released commercially, AFAIK, but can be extracted
from other packages, eg. see 28/01/09 posting.
Other options for FAT32 include FreeDOS, ROM-DOS 7.1 and
Udo Kuhnt's Enhanced OpenDOS 7.01.
