I've heard your 4th before, and maybe some of them believe that, but I
don't think so.  All studies so far indicate the way they are going about
this that it will be a net negative on social security of several trillion
dollars EXACTLY at the time that social security without these new people
is already predicted to go bankrupt (around 2040).

As to which is the first cause corruption or incompetence I could see
ordering that either way, but for I think its corruption first and
incompetence as the means by which they rationalize to themselves they are
not corrupt.
