The article (http://www.tpmmuckraker.com/archives/003458.php) I read said
the report claimed that the 140k includes messages addressed to him, as
well as those sent by him.

The number of emails is irrelevant.  The real question is how many laws the
Administration's use (and destruction) of RNC email addresses violated.
