Crap.

A) There has yet to be a war where the mil casualties are greater than the
civie ones.

Start a war & you know a priori that the main group doing the dying
will be civies.

B) The Aim of this destruction killing is a political/civie one the aim is
to change the lives of the civies in question by changing their
rulers/pushing them off their land/grabbing their resources whatever.

i.e. intervening in another country is something which you know is

(1) Aimed at the whole population the vast majority of who are civie (2)
You will be killing people & the majority of the people you will be
killing will be civie & that's part of the threat.

(C) The aim terrorism is not to kill civies any more than the aim of
sending troops into Iraq was to kill Iraqis.

The aim in both cases is a political one.
