In such ab event the main thing is to secure your base.

In order to achieve that they targeted those civilians which were not with them.

No different to the Russian revolution & the Bolsheviks or indeed any
insurgent attempted takeover. No different from the Iraqi insurgents
targeting iraqi civies.
