Can MEX run without a Maximus logged-in BBS session ?

It seems that compiled MEX programs need Maximus online as a virtual machine.

I haven't checked the code, but was wondering if MEX could be rigged to
bypass the VM so that it can then be used with CGI scripts (ie. Common
Gateway Interface scripts from a web server). 

This is the easiest way I can think of to get Maximus on the web.
