Edit /etc/resolv.conf:
nameserver 203.0.0.1 # replace with qonline DNS #1
nameserver 203.0.0.2 # replace with qonline DNS #2 (if applicable)
# etc etc
If by "proxy" you mean HTTP/FTP proxy, that's dependent on which
application will be accessing the proxy...
