I've never tried it with 6.22, have you?  I would guess that worked for
full verions, but even the retail boxed 6.22 was an upgrade for existing
DOS licenses and more persnickety about seeking existing version, swapping
of disks and verifying of labels at multiple points in setup, etc.  I think
they were trying new methods to make sure that you didn't buy just the
upgrade and have full functionality.
