Tracking by azimuth only drive is not possible. Specially while holding
binoculars in hands.

Usually such drills have forward-reverse switch and variable speed control
built in. That is all what you will need.

I am sitting in front of my computer on the  office chair with usual
vertical rotation axis. It seems that this will be good for your said chair
as a ready available  solution.

Combined with your feet "drive" and brain-feet-brain  feedback
you are in business.
