I'm not very familiar with GRUB, but in its manual the sequence of 
commands to boot DOS from the first partition on the first hard disk is 
a bit different:

rootnoverify (hd0,0)
makeactive
chainloader +1

Can you enter the above commands interactively instead of selecting the 
"DR-DOS" menu option and see what happens then?

This message comes from the DR-DOS boot sector. It cannot find 
IBMBIO.COM in the root directory or an error occurs while reading this file.

Indeed, there is no such command line option in DR-DOS FDISK, you have 
to select it from the menu.

Strange... Maybe there is some kind of hard disk numbering problem? Did 
you try booting from a real floppy, not from CD, when doing SYS?
