I would use a router and sharp down-cutting narrow bit. Stabilizing
such thin stock can be difficult. I would consider doing the laminations
first then cutting. You could also rough cut with a band or jig saw with
the right blade and then use a router to clean up the edges.
This will sound way to obvious to mention, but if you use a router,
remember that the LAST cut should be the one that frees the middle part
-- otherwise you will have the devil's own time keeping your center in
place for further cuts. Sounds obvious, but you'd be surprised...

Actually, I would recommend using a router and a circle cutting jig. You
get nice, relatively clean circles. In that thin of material, it should
only be one pass. Use SHARP cutters for best results. If you want really
accurate circles, find a machinist friend with a nice, large rotary table,
or somebody with a CNC machine.
