I am confused by this.  This seems to imply at least from my reading that
PLOP does not do RMS across area.  If this is the case, then it is a fatal
killer error that totally invalidates PLOP.  Seems to me that the 10% outer
zone gets 10% of the weighting in the RMS error - yes?
