Try this:

AT&FS7=45V1%E0X4+MS=11,1,300,28800

With that I get 3290cps from almost everywhere! I think this rate has something
to do with the %E0 command, because I used to get mostly 2700cps and when
I changed it to %E2 it got 2700cps from the same BBS.
