The teddy bear virus is a hoax.  The file jdbgmgr.exe is a legitimate
Windows file with a teddy bear shaped icon.  (See references below.)  The
file jdbgmgr.exe can be infected by another virus, but at least one of the
major antivirus programs already protects against that one.

It is always best to do an internet search on a suspected virus name or
file name before getting too excited.  Both real viruses and hoaxes are
usually pretty easy to identify from the search results.  If Symantec
(Norton), NAI (McAfee) or Bill's crowd say something about it, you can be
reasonably sure they got it right.
