Your brother gets 115000 when connecting because he has ATW1 set, this reports
the port speed as the CONNECT speed instead of the CARRIER speed. To compare
set his to ATW2. I can't remember the Sxx register. If your modem supports
AT+MS=x commands, try setting AT+MS=11,1,28800,33600 to force it to connect
at 28800 or higher. This can be quite unreliable. You could also try adding
AT%E0 to your init string.
