Maybe its missinterpreting the dial tone as a 1200/75 modem tone?

Just tried it on my modem here and using factory default even (AT&F) it returns
no carrier not connect 1200/75. Maybe you should return you modems to the
dealer for repair or software update.

An ATI9 on my modem returns

If your modem has an older revision it may pay to get it updated.

I run a bbs 24hrs/day on a Netcom Roadster 33.6k and this is the string i use

AT-SDR=2M1&C1&D2&K3W2S0=0H0

The -SDR=2 bit is for the distinctive ring detection. This modem has run ok
for over 2 months on my bbs, also detects faxes fine, have had no
complaints from the users. The manual could have a bit more info though,
especially in the fax commands area.
