It's not the only one. Lynx works fine offline as well as online.
Lynx is a text based web browser of course, but that means that
you can hook it up to your BBS and write all your menus in HTML.
Also, why would you write HTML scripts on an ST ? You should write
the pages on the machine you will use/view them on.
You can also use the TAF package and XWindows if you overly brave, have
at least 4MB (preferabbly 8), and have alot of time to kill.
Lynx works fine though - you just can't see GIFs (you can download them
though, or set up a viewer for them).
